Oracle’s 2-GW Renewable RFP Aims to Offset AI Data Center Emissions in New Mexico

Executive vice president of cloud infrastructure Mahesh Thiagarajan noted that Oracle’s RFP is seeking projects that can support Project Jupiter’s commitment to achieve 100% carbon-free energy matching by 2031.

Data and cloud infrastructure hyperscaler Oracle is issuing a request for proposals (RFP) to deploy 2 GW of new renewable energy projects in New Mexico.

According to a company release, the RFP is soliciting solar, wind, geothermal and other renewable energy technologies that can be delivered between 2027 and 2031. Oracle is looking to generate enough carbon-free energy in the state to drive sustainability actions and to provide enough carbon-free power to match its energy emissions in the region.

The top five digital infrastructure firm noted it will prioritize and fund the efforts that can “deliver energy on an accelerated timeline.”

Proposals will reportedly be evaluated based on several factors. Those factors include capacity and growth potential, expected delivery timing, project maturity, technical viability and ability to support Oracle’s long-term energy commitments.

“New Mexico has an extraordinary opportunity to grow its renewable energy resources and create lasting value for communities across the state and Oracle wants to help accelerate that growth,” said Mahesh Thiagarajan, Oracle executive vice president of cloud infrastructure, in a statement.

Thiagarajan added that Oracle’s RFP is seeking projects that can support Project Jupiter’s commitment to achieve 100% carbon-free energy matching by 2031. The massive $165 billion AI data center campus under construction in southern New Mexico is reportedly ditching gas turbines and diesel generators in favor of fuel cells.

Fuel cells use an electrochemical process to convert fuels such as hydrogen or natural gas into electricity, resulting in zero direct emissions. Fuel cell power solutions provider Bloom Energy is providing up to 2.45 GW of fuel cell capacity for the Project Jupiter site. 

Oracle reportedly plans to spend roughly $50 billion this year alone on AI and computing infrastructure, with significant investments planned over the next decade.

"Bloom's fuel cell technology enables us to deliver highly reliable on-site power with a lower environmental footprint—supporting the project's performance needs while contributing to stronger environmental outcomes,” said Thiagarajan in an earlier partnership statement.

Oracle claims Project Jupiter alone is expected to deliver billions of dollars in long-term economic impact to Doña Ana County and New Mexico.

Market research firm McKinsey & Co. has forecast that global data center investment needs could top $6.7 trillion to keep up with computing capacity. Notably, more than 40% of this anticipated target spending will be invested in the U.S.

McKinsey adds that the push to reach 220 GW by 2030 highlights the surging demand for AI workloads, even as companies face significant opposition from regulators pushing to ensure this new generation meets strict environmental emission thresholds.
